Turkmenistan is the second largest destination market for Turkish construction services globally — cumulative contracting work totals USD 54 billion according to the Turkish Trade Ministry, second only to Russia. Import considerations for Turkmen consignments

Turkmenistan operates a centralised import licensing system. Project-scale imports typically require pre-approval by the relevant ministry and, for foreign currency payments, central bank authorisation. Import clearance at Turkmenbashy (Caspian port) or via road through Iran is standard; Ashgabat airport handles selected high-value shipments.

Construction material and modular building imports do not currently have a formalised pre-shipment conformity programme. However, for ministry-contracted projects the technical specification will typically reference specific Russian GOST, Turkmen TSKH or international standards, and documentation must match the contract-specified standards.

How are modular units shipped from Türkiye to Turkmenistan?

The standard route is sea freight from Turkish Black Sea ports to Azerbaijani Baku, then rail or truck transit across the Caspian to Turkmenbashy. Total transit typically 20 to 30 days. Alternative routing via road through Iran is available but subject to transit approvals. For urgent shipments, direct air freight to Ashgabat is possible for critical spare parts or medical equipment.
