Import considerations for Azerbaijani consignments

Azerbaijan operates an import declaration and customs clearance system administered by the State Customs Committee. Construction material imports are not currently subject to pre-shipment conformity certification in the manner of Iraq's COSQC or Saudi Arabia's SABER.

For healthcare projects, the Ministry of Health approves medical equipment within modular hospital scope. For oil & gas projects, the contracting counterparty (typically SOCAR, BP-operated joint ventures or other IOC operations) handles import clearance under project-specific customs arrangements negotiated with the State Customs Committee.

The Baku-Tbilisi-Ceyhan transport corridor means logistics integration between Türkiye and Azerbaijan is mature. Direct road freight via Georgia, or sea freight through Georgian Poti / Batumi ports with onward road transit to Baku, are both standard routes. Total transit is typically 5 to 10 days.
