Türkiye's deep construction history in Libya

$31.4 bnTotal Turkish contracting work in Libya since 1972

1972Libya was the first foreign market Turkish contractors entered

Libya was the first foreign market Turkish construction companies ever entered, beginning in 1972. According to the Turkish Trade Ministry, cumulative Turkish contracting work in Libya has reached USD 31.4 billion, and this volume continues to grow. In 2025 alone, the Libya Development and Reconstruction Fund signed new contracts with Turkish firms covering Benghazi, Al-Bayda, Shahat and Tobruk — spanning hospital construction, infrastructure upgrades and road maintenance.

The long presence is not accidental. The country sits directly across the Mediterranean from Turkish ports, allowing 4 to 7 day sea freight to Tripoli, Benghazi, Misrata or Tobruk. Turkish contractors left approximately USD 19 billion of unfinished projects in Libya at the start of the 2011 conflict — many of these have since resumed, creating ongoing demand for construction material, prefab units and specialised modular infrastructure.

Modular buildings Libya applications concentrate in post-conflict reconstruction: regional hospitals and clinics for the health ministry, housing units for displaced populations, and infrastructure support buildings for road, power and water projects. The Libya Development and Reconstruction Fund (based in eastern Libya) and the Tripoli-based Government of National Unity both award construction work separately, and Turkish contractors are active in both jurisdictions.

02 · COMPLIANCE

Import considerations for Libyan consignments

Libya does not currently operate a centralised pre-shipment conformity assessment programme equivalent to Iraq's COSQC scheme or Saudi Arabia's SABER platform. Import clearance is handled at the port of entry (Tripoli, Benghazi, Misrata or Tobruk), with documentation requirements including commercial invoice, packing list, certificate of origin and bill of lading.

Construction material and modular building imports typically require approval from the Libyan Customs Authority and, for healthcare-specific projects, the Ministry of Health. Certain product categories (medical devices, pharmaceutical-adjacent equipment) may require additional approvals. We recommend that customers engage a licensed Libyan clearance agent at the destination port from the start of the project.

Currency and payment terms are negotiated project by project. For Libya Development and Reconstruction Fund projects, the Fund itself is the contracting counterparty. For private sector projects, letters of credit through Libyan banks with Turkish correspondent relationships are common.

Frequently asked questions

How are modular units shipped from Türkiye to Libya?

Sea freight from Turkish Mediterranean ports (Mersin, İskenderun) to Tripoli, Benghazi, Misrata or Tobruk takes 4 to 7 days. Flat-packed modular units load efficiently into 40-foot ISO containers. For complete hospital projects, we typically consolidate shipments into 6 to 12 containers depending on scope.

Does structmod work with the Libya Development and Reconstruction Fund?

We work with both public and private sector procurers. Projects tendered by the Libya Development and Reconstruction Fund follow the Fund's own procurement rules and contracting documentation. Our team is available to support prime contractors bidding into Fund tenders with modular healthcare, housing or infrastructure scope.

Can your modular hospitals withstand Libyan climate conditions?

Yes. Coastal Libya is hot and humid; southern Libya sees desert conditions with day-night temperature swings of 30°C or more. We specify sandwich panels with enhanced thermal insulation, corrosion-resistant exterior finishes, and HVAC plant sized for the actual climate zone. For projects in Sirte Basin or southern desert locations, we use dust-sealed envelopes with polyurethane-core panels.

What is a typical lead time for a modular hospital to Libya?

Ex-works production for a 20 to 50 bed modular hospital typically takes 8 to 14 weeks depending on complexity and medical equipment integration. Sea freight adds 1 to 2 weeks. On-site assembly and commissioning takes another 4 to 8 weeks depending on site readiness. Total project timeline from contract signature is typically 4 to 6 months for a turnkey healthcare building.
