The United Arab Emirates is a long-standing destination market for Turkish construction services, with cumulative work totalling USD 17.7 billion according to Turkish Trade Ministry data. Turkish contractors including Limak and Rönesans Holding have delivered megaproject scope across Dubai, Abu Dhabi and the Northern Emirates, and Turkish modular manufacturers supply both prime contractors and direct government clients.

The UAE's Vision 2031 and Operation 300bn industrial strategy have generated significant construction demand — healthcare expansion, industrial infrastructure in KIZAD and Khalifa Industrial Zone, tourism and hospitality infrastructure in Dubai and Ras Al Khaimah, and defence and security expansion. Modular construction is specifically being adopted to meet tight delivery timelines and to support temporary and semi-permanent facility needs.

Modular buildings UAE applications include healthcare capacity for DHA, SEHA and private hospital chains, industrial labour accommodation for ADNOC, KIZAD and industrial zone contractors, defence and security infrastructure for UAE Armed Forces and MOI contracting, and event and tourism infrastructure for Expo legacy, World Cup qualifier and cultural event programmes.

02 · COMPLIANCE

ECAS / MOIAT conformity for UAE shipments

The UAE operates the Emirates Conformity Assessment Scheme (ECAS) administered by the Ministry of Industry and Advanced Technology (MOIAT). Regulated product categories — which include construction and building materials — require an ECAS Certificate issued by a MOIAT-accredited certification body. The certificate confirms that products meet applicable Emirates standards (ESMA / GSO harmonised).

For many modular building components, the applicable framework is the GCC Conformity Tracking Symbol (GCTS) through the GCC Standardization Organization (GSO). This harmonised approach allows a single certification to cover UAE, Saudi Arabia, Kuwait, Qatar, Bahrain and Oman, which simplifies multi-market operations for contractors with regional portfolios.

For specific sectors, additional compliance frameworks apply. ADNOC-approved suppliers for oil & gas projects must register through ADNOC's supplier qualification system, which includes both product certification and facility audit components. Healthcare equipment integrated within modular hospitals may require DHA, SEHA or MOH approval depending on emirate jurisdiction and product class.

Frequently asked questions

Is ECAS / MOIAT certification included in the structmod quote?

Yes. ECAS Certificates of Conformity are prepared pre-shipment through MOIAT-accredited certification bodies, with costs included as standard line items. For shipments crossing into multiple GCC markets, we prepare GCTS-marked documentation where applicable.

Can you deliver to ADNOC oil & gas projects?

ADNOC operates a supplier qualification system for oil & gas project work — suppliers must be registered through ADNOC's vendor approval process. We are engaged with this process for relevant product categories. For specific ADNOC projects we typically operate through an ADNOC-approved EPC contractor who subcontracts modular scope to us.

What are typical lead times for UAE projects?

Ex-works production for a 20 to 50 bed modular hospital typically takes 8 to 14 weeks. Sea freight from Turkish Mediterranean ports to Jebel Ali or Khalifa Port takes 5 to 8 days. On-site assembly takes 4 to 8 weeks depending on scope. Typical project turnaround from contract signature is 3 to 5 months.

Can your modular units handle UAE summer design conditions?

Yes. Our UAE specifications include high-R-value polyurethane sandwich panels (typically 80mm or 100mm core thickness), high-reflectance exterior coatings, oversized HVAC plant with enhanced condenser capacity for 50°C+ ambient temperatures, and dust-sealed envelope specifications. Water-side economy options are specified where project requirements justify.
