Türkiye's construction partnership with the Kingdom
The Kingdom of Saudi Arabia has been one of the four largest destination markets for Turkish construction services since the 1970s. According to the Turkish Trade Ministry, Turkish contractors have delivered over USD 33.7 billion of work in the Kingdom, spanning airports, hospitals, stadiums, shopping centres, industrial facilities and large residential developments.
Vision 2030 has intensified this partnership. The Kingdom's diversification strategy has opened up substantial opportunities in healthcare expansion, NEOM and other giga-projects, tourism infrastructure for Red Sea and AlUla developments, and industrial housing for mining and oil-service workforces. Modular construction is specifically being adopted to meet tight delivery timelines on these programmes.

SABER / SASO conformity for KSA shipments
As of January 2025, every commercial shipment entering Saudi Arabia — regulated or non-regulated — must be accompanied by certification issued through the SABER platform operated by the Saudi Standards, Metrology and Quality Organization (SASO). Letters of Undertaking are no longer accepted at Saudi customs, and post-arrival certificate applications are considered a violation.
Regulated products (which includes construction and building materials) require both a Product Certificate of Conformity (PCoC, valid for one year per product line) and a Shipment Certificate of Conformity (SCoC, required for each individual consignment). The PCoC is issued by a SASO-approved certification body after the product has been tested and verified against relevant Saudi technical regulations.

Our PCoC applications are prepared at the design stage so product certification is in place by the time production begins. SCoCs are generated per shipment and pre-synchronised with the FASAH customs platform — this is the clearance configuration that avoids port demurrage.

Is SABER certification included in the structmod quotation?
Yes. PCoC and SCoC costs are included as a standard line item in every Saudi Arabia quotation. We work with SASO-approved certification bodies (SGS, Intertek, QIMA, TÜV Rheinland among others) depending on the product category. The PCoC is prepared at the design stage and the SCoC per consignment so shipments clear Jeddah Islamic Port or King Abdulaziz Port without demurrage.
Can you deliver to NEOM, Red Sea Global or AlUla project sites?
Yes. Direct sea freight to Yanbu or Jeddah, then road transfer to NEOM and Red Sea project locations is the standard logistics route. For AlUla, road transfer from Jeddah or Madinah. We coordinate with the main contractor's site logistics team for final mile delivery and crane requirements for modular unit placement.
Can your modular buildings be sized for extreme desert conditions?
Yes. Eastern Province and interior desert sites see summer design temperatures above 50°C. We specify high-R-value polyurethane sandwich panels, high-reflectance exterior coatings, and oversized HVAC plant with dust-filtration pre-stages. Dust-sealed envelopes are a standard option for healthcare and cleanroom-adjacent modules.
What documentation do you provide alongside SABER certificates?
Every shipment includes: commercial invoice with HS codes, packing list matched to the SCoC, certificate of origin (Türkiye), test reports from accredited laboratories, Arabic labelling per SASO requirements, and manufacturer compliance declarations. For healthcare and defence, additional technical dossiers and end-user certificates where applicable.
